Is there a duty of care for public datasets?

There is no legal duty of care for public datasets. If you look at the Dutch government public datasets, which can be found at https://data.overheid.nl, you can see that the managers of these datasets explicitly state that they cannot guarantee the quality of data. However, they do have a complaints procedure by which defects in the datasets can be traced. When a dataset does not meet the minimum requirements and this problem is not or cannot be solved, the dataset will be removed from the website.
