Difference between model and surrounding software?

Should a distinction be made between the copyright on a trained model and the software surrounding it to make the model accessible?

It is possible that the software that surrounds a model was created by another company or is open source. It is therefore not necessarily the case that the model and the software around it that provides access to the model have the same copyright.
